General Questions

What insurance plans does the trust offer?

The RSA Benefit Trust offers medical, dental, and vision plans for members in the Law Enforcement and Correctional Deputy bargaining units, along with a wellness program through Personify Health.

What insurance plans am I enrolled in?

Log into Plansource to view your current enrollments and coverage details.

When can I add or remove my dependent(s)?

Dependents can be added or removed during open enrollment or following a qualifying life event such as marriage, divorce, birth, adoption, or loss of other coverage.

How long can my child/children stay on my plan(s)? Can I remove them when they become 18?

Dependent children can generally remain on your plan past age 18. Contact the Benefits Office for specific age limits and eligibility requirements under your current plan.

I don't have proper documentation yet, but I just had a baby/got married. Do I wait?

No — contact the Benefits Office as soon as possible. You can initiate the change while gathering documentation, but do not wait as there are time limits for qualifying life event changes.

What is considered proper documentation?

Documentation varies by life event. Contact the Benefits Office at 951-653-8014 for a list of required documents for your specific situation.

The divorce agreement says that I must cover my ex-spouse, why is she/he being removed?

Ex-spouses are generally not eligible for coverage under the plan following divorce regardless of the terms of a divorce agreement. Contact the Benefits Office for guidance on your specific situation.

I will be promoting soon, what do I need to do?

Contact the Benefits Office prior to your promotion to ensure your benefits are updated correctly for your new bargaining unit or pay grade.

I'm an Affiliate member, do I have access to the RSA insurance plans?

What are the current plan carriers?

Who is covered under my insurance plans?

Log into Plansource to view your covered dependents and beneficiaries.

When is Open Enrollment?

Open enrollment runs October 1–31 each year. The next plan year begins January 1.

How long can my child/children stay on my plan(s) if they are disabled?

Disabled dependents may be eligible for extended coverage. Contact the Benefits Office at 951-653-8014 for details.

My newborn is in the NICU, does this make a difference?

Contact the Benefits Office immediately. NICU situations may have special considerations and the office can guide you through the process.

I just made a change to my plan(s) and Plansource is reflecting my new bi-weekly deduction. I noticed more than that coming out of my paycheck, why?

Deductions may take one to two pay cycles to fully reflect. Contact the Benefits Office if the discrepancy continues beyond that timeframe.

Can grandchildren be added to my plan(s)?

Grandchildren are typically not eligible as dependents under the plan. Contact the Benefits Office to confirm eligibility requirements.

I will be out on Military Leave soon. Do I need to do anything with my benefits?

Yes — contact the Benefits Office before your leave begins to understand your options for maintaining or suspending coverage during military leave.

What is AWOP? When will I be AWOP? What will I need to do?

AWOP stands for Absence Without Pay. It occurs when you are absent from work without pay, which can affect your benefit deductions. Contact the Benefits Office as soon as you know you will be on AWOP status to understand your options.

RETIREE QUESTIONS

I'm retiring, when do I come in to do my benefits?

Contact the Benefits Office at least 30 days before your retirement date to schedule an appointment and review your options.

When I retire, do my out of pocket premiums change?

Yes, premiums typically change at retirement. Contact the Benefits Office prior to retiring to understand what your new costs will be.

I am retired and staying in state, what does that mean for my RAP?

Your RAP grant remains available to help offset premiums for in-state coverage. Contact the Benefits Office to confirm your current RAP eligibility and amount.

What is RAP? Am I entitled to the full RAP grant?

RAP is the Retiree Assistance Program, which provides a grant to help offset the cost of retiree health premiums. Entitlement to the full grant depends on your years of service. Contact the Benefits Office for details specific to your situation.

I am retired and moving out of state, do I need to do anything?

Yes — contact the Benefits Office to review your plan options, as some plans may have limited or no coverage outside of California.

Do I have to go in to update information or make changes to my benefits?

Many changes can be made through Plansource or by contacting the Benefits Office by phone. Call 951-653-8014 for guidance on your specific request.

MEDICARE QUESTIONS

Important: If you or your spouse are turning 65, please contact the Benefits Office at least three months in advance regardless of whether you are still working.

I'm turning 65, what do I do?

Contact the Benefits Office at least three months before your 65th birthday to review your Medicare options and how they interact with your current RSA coverage.

I'm 65 and still working, do I have to sign up for Medicare?

Not necessarily — your RSA coverage may allow you to delay Medicare enrollment without penalty. Contact the Benefits Office to confirm before making any decisions.

I am NOT 65 and still working but my spouse is Medicare eligible, what do I do?

Contact the Benefits Office to understand how your spouse's Medicare status interacts with your current RSA coverage and whether any changes are required.

What Medicare parts do I sign up for?

Contact the Benefits Office for guidance specific to your situation. Generally, Parts A and B are relevant, but your enrollment requirements depend on your current coverage and employment status.

I'm 65, still working, and my spouse is Medicare eligible, what do I do?

Contact the Benefits Office to review how your spouse's Medicare eligibility affects your current plan and what steps, if any, you need to take.
