Position Summary

The Executive Director serves as RSA’s chief administrative officer and is responsible for the day-to-day management, coordination, and execution of Association operations. This role requires executive-level judgment, substantial availability, confidentiality, and the ability to respond to organizational needs outside traditional business hours.

Working closely with the President, elected officers, Board of Directors, legal counsel, labor representatives, staff, vendors, and stakeholders, the Executive Director ensures RSA operations are professional, efficient, and aligned with bylaws, Board resolutions, adopted policies, and applicable law.

This is a demanding, high-trust, executive-level position requiring flexibility, responsiveness, and a commitment to serving a countywide membership.

Key Responsibilities

Executive Leadership & Operations

  • Manage daily administrative and operational functions of RSA.
  • Oversee offices, facilities, technology systems, records, and vendors.
  • Implement Board-approved policies, programs, and directives.
  • Ensure continuity during leadership transitions, major events, or emergencies.
  • Prepare reports, correspondence, board materials, and member communications.

Staff Management

  • Supervise, direct, evaluate, and discipline RSA staff.
  • Set performance expectations and conduct annual evaluations.
  • Address performance, conduct, attendance, and policy compliance.
  • Recommend hiring, promotion, reassignment, or discipline within authorized limits.

Labor Relations Support

  • Assist with collective bargaining preparation, research, costing, and strategy.
  • Support grievance handling, arbitrations, administrative hearings, and meet-and-confer matters.
  • Maintain confidentiality over legal strategy, negotiations, and personnel matters.

Financial & Budget Administration

  • Assist with budget development, monitoring, and financial analysis.
  • Review expenditures, contracts, invoices, and financial obligations.
  • Support audits, insurance renewals, compliance filings, and internal controls.

Vendor & Contract Oversight

  • Manage vendor relationships, performance, and contract timelines.
  • Coordinate contract review with legal counsel.
  • Recommend continuation or modification of vendor services.

Governance & Board Support

  • Prepare agendas, reports, background materials, and operational updates.
  • Attend Board and committee meetings as assigned.
  • Implement Board actions and maintain institutional knowledge.

Communications & Member Services

  • Prepare professional communications to members, officials, agencies, and stakeholders.
  • Support member programs, events, outreach, and service responsiveness.
  • Ensure confidentiality of member and Association information.

Legislative & Political Coordination

  • Track legislation, policy proposals, and public safety issues.
  • Assist with position letters, testimony, advocacy materials, and stakeholder engagement.
  • Maintain separation between operational, political, and charitable activities.

Compliance, Confidentiality & Risk Management

  • Protect RSA’s legal, financial, operational, and reputational interests.
  • Maintain strict confidentiality over privileged information.
  • Identify and elevate risks to the President and Board.

Minimum Qualifications

  • Executive leadership experience in law enforcement, public safety, labor relations, association management, public administration, or similar fields.
  • Supervisory/management experience in public safety, government, labor relations, nonprofit, or employee-representation environments.
  • Experience managing staff, vendors, budgets, and organizational priorities.
  • Strong understanding of public sector labor relations, California labor law, collective bargaining, and employee representation.
  • Excellent written and oral communication skills.
  • Ability to maintain confidentiality, exercise discretion, and manage sensitive matters.
  • Valid California Driver’s License.
  • Ability to work nights, weekends, holidays, extended hours, and varied schedules as required.
  • Ability to pass a background check.

Desirable Qualifications

  • Bachelor’s or master’s degree in public administration, business administration, labor studies, human resources, criminal justice, organizational leadership, or related field.
  • Five or more years of progressively responsible experience as an executive director, labor representative, association manager, or comparable role.
  • Experience with public sector negotiations, grievance handling, administrative hearings, and contract administration.
  • Experience working with law enforcement associations, public agencies, elected boards, legal counsel, or political consultants.

Physical Requirements

This role will require sitting, standing, walking and lifting with or without a reasonable accommodation. Travel is required at least once a month or as needed.

Employment Status

This is an exempt, at-will position serving at the pleasure of the Board of Directors. Employment may be terminated with or without cause, subject to any applicable agreement or policy.
